The Committee includes representatives from the Italian Government, which is the Centre's main sponsor, and UNESCO and IAEA, which are the Centre's main administrative agencies. The Director of the Centre serves as the chairman of the Steering Committee.

The Committee approves the Centre's budget for each of ICTP's major activities for the year ahead, voices support in setting the agenda for ICTP's draft plans, and focuses on the Centre's overall mission and principles that have made it one of the world's most unique scientific research and training institutions.

The Committee's meetings are scheduled at the Centre twice a year.
